Whereabouts Filing Requirements for RTP 1 Athletes
A player in the IFF Registered Testing Pool 1 (IFF RTP 1) is required to make a quarterly Whereabouts Filing that provides accurate and complete information about the Athlete’s whereabouts during the forthcoming quarter. A failure to do so amounts to a Filing Failure and therefore a Whereabouts Failure for purposes of WADA Code Article 2.4.
A player in the IFF Registered Testing Pool 1 (IFF RTP 1) must file a Whereabouts Filing with the IFF that contains the following information:
- A complete mailing address where correspondence may be sent to the Athlete for formal notice purposes. Any notice or other item mailed to that address will be deemed to have been received by the Athlete five working days after it was deposited in the mail;
- For each day during the following quarter, the full address of the place where the Athlete will be residing (e.g. home, temporary lodgings, hotel, etc);
- The Whereabouts Filing must also include, for each day during the following quarter, one specific 60-minute time slot between 6 a.m. and 11 p.m. each day where the Athlete will be available and accessible for Testing at a specific location.
60-minute time slot
An athlete in the IFF Registered Testing Pool is also required to specify in his/her Whereabouts Filing, for each day in the forthcoming quarter, one specific 60-minute time slot where he/she will be available at a specified location for Testing. This does not limit in any way the Athlete’s obligation to be available for Testing at any time and place. Nor does it limit his/her obligation to provide the information specified in Clause 11.3 as to his/her whereabouts outside of that 60-minute time slot.
However, if the Athlete is not available for Testing at such location during the 60-minute time slot specified for that day in his/her Whereabouts Filing, and has not updated his/her Whereabouts Filing prior to that 60-minute time slot to provide an alternative time slot/location for that day, that failure shall amount to a Missed Test and shall therefore constitute a Whereabouts Failure for purposes of the rule (IST 11.1.4).
Filing Failure/Missed Test Consequence
Any combination of 3 Filing Failures and/or Missed Tests committed within an 18-month period at an International (IFF) or national (NADO) level will constitute and Anti-doping Rule Violation (1-2 ears ineligibility period)
Therapeutic Use Exemptions for athletes in the RTP 1
The athletes in the IFF RTP 1 that are using any prohibited substance must send in a regular Therapeutic Use Exemption before the Use of the substance. See IFF TUE Guidelines.
